New Treasury Department guidelines go into effect on June 1 that will require loan servicers to verify applicants' income and financial hardship before placing them into trial modifications."

"Walking away from a mortgage you can still afford to pay has consequences; everyone knows that. Your credit score is shot and it can be impossible to get credit.
Some homeowners, no doubt, believe that the credit score hit is worth getting out from a deeply underwater mortgage. They may owe, say, $500,000 when their house value is only valued at $350,000. And, they figure, there's no way it will ever be worth what they owe so it's better to get out from underneath the burden."

"The federal government's 15-month-old home-loan modification program has not been the foreclosure rescue plan many Phoenix-area homeowners expected.
Slow lender response, piles of paperwork and drawn-out trial periods have frustrated many struggling homeowners."

Dropouts rise in gov't loan modification program
"The number of homeowners dropping out of the Obama administration's main mortgage assistance plan is growing, and is now almost equal to the number who have received permanent relief.
As of last month, more than 299,000 homeowners had received permanent loan modifications, the Treasury Department said Monday. That's about 25 percent of the 1.2 million who started the program since its March 2009 launch. That means they will be paying, on average, $516 less each month."
