"The Surprise Economic Development Department won approval from the City Council last week to use $50,000 of its budget to conduct a study of the city's workforce.
Council members Joe Johnson and Richard Alton voted against the action, expressing concerns that the department's proposal was too vague, did not define the scope and failed to explore outside funding options."
